Manitoba Hydro 2025 Integrated Resource Plan

The Manitoba Order-in-Council filed an order directing the Public Utility Board (PUB) to review the Manitoba Hydro 2025 Integrated Resource Plan (IRP) as submitted to the Minister of Finance on January 26, 2026. The IRP is an ongoing and iterative process uses primary goals is to “plan for safe, reliable energy that meets the evolving needs of Manitobans in accordance with Manitoba Hydro’s mandate as defined in The Manitoba Act, the guiding principles in Manitoba’s Affordable Energy Plan, the Minister’s 2023 framework letter to Manitoba Hydro and any additional mandate letters to Manitoba Hydro”. The PUB was instructed to conduct a public review and recommendation to inform the approval of the IRP by the provincial Cabinet.

The Collective and Wa Ni Ska Tan were approved intervener status by the PUB on March 12, 2026.

The scope for our review was defined in the following points:

  • “Manitoba Hydro’s public engagement conducted in support of the development of its 2025 IRP, including approaches and outcomes;

  • Implications of any shortcomings identified in Manitoba Hydro’s public engagement, including related to IRP risks and resource options; and

  • Opportunities for Indigenous-led energy resource options, including in relation to economic reconciliation. (PUB Order No.39/26)”

In addition to other issues, consultation pursuant to Section 35 of the Constitution Act is considered out of scope. With respect to the participation of the Collective, its members, individuals, organization and/or witnesses in this process does not constitute consultation defined under Section 35 of the Constitution Act.

Our expert report was submitted on June 12, 2026. After a fast 3 months of research, review, and writing the analysis we now wait for the Tribunal Hearings happening closer to the end of summer and early fall.
