<image:title>News - Book Review: Pollution is Colonialism - "Pollution is Colonialism"</image:title>
<image:caption>written by Red River Métis/Michif Max Liboiron, is a thought-provoking book that examines the intersections of environmental science, pollution, and colonialism. The book explores how colonialism shapes scientific practices, environmental policies, and societal understandings of pollution. Liboiron emphasizes that pollution and its impacts continue to be disproportionately affecting Indigenous communities. Through a series of case studies and theoretical discussions, Liboiron emphasizes the importance of Indigenous methodologies in understanding and addressing pollution. They argues that Indigenous approaches to environmental issues are not just alternatives, but are necessary for truly addressing the root causes of pollution.</image:caption>

<image:caption>The collective is supported through a strategic partnership with the Lake Winnipeg Foundation (LWF) which currently provides administrative resources and coordination. LWF is a membership-based environmental non-governmental organization that advocates for change and coordinates action to improve the health of Lake Winnipeg and its watershed. Working collaboratively with non-profit, academic, industry and government sectors, First Nations and the public, LWF focuses on research, public education, policy and stewardship to protect our shared waters, now and for future generations. LWF aims to support, amplify and learn from the diverse voices speaking on behalf of a healthy Lake Winnipeg. LWF and the collective share a common goal of restoring the health of Lake Winnipeg. LWF currently provides the collective with staff support, administrative and project management, grant writing, facilitation of partnerships and scientific and regulatory expertise. The partnership between the collective and LWF is unique and evolving over time, with the ultimate goal that the Lake Winnipeg Indigenous Collective is established as a strong, independent organization representing First Nations perspectives through collective governance.</image:caption>

<image:title>Misipawistik - Misipawistik Cree Nation</image:title>
<image:caption>Misipawistik Cree Nation (MCN) is situated at the mouth of the Saskatchewan River at Lake Winnipeg, and is signatory to Treaty 5 signed in 1875. MCN and the Town of Grand Rapids are situated 420 km north of Winnipeg on the shores of Lake Winnipeg where the Saskatchewan River enters the lake. Since time immemorial, the namēwi nēhinaw ininiwak (Sturgeon Cree people) people lived on the shores of the Saskatchewan River where it enters Lake Winnipeg and relied on the river, lakes and land to provide all that they needed. The name ‘misipawistik’ translates to grand rapids, the rapids were an important gathering and fishing place providing plenty of fish for the people. The name ‘namēwi nēhinaw ininiwak’ illustrates the importance of fish, particularly sturgeon, to the people of the area. The construction of the hydroelectric dam and re-routing of the Saskatchewan River in the 1960’s have left a dry riverbed where the rapids once were. Despite the loss of the rapids and the sturgeon, the people maintain a strong connection to the lands and waters in Misipawistik. Fishing and trapping will continue to be important for the growing population of MCN and the economic and social security of the youth require conservation of the land, animals and waters. Other sources of employment on-reserve are with the MCN Health Authority, MCN Administration, Pelican Landing Gas Bar, Restaurant and VLT’s and the University College of the North facility.</image:caption>

<image:title>Misipawistik - Becky Cook</image:title>
<image:caption>Becky Cook is Ininiw from Misipawistik Cree Nation. Her father was a fisherman on Lake Winnipeg and every fall her whole family would accompany him to the fall fishing camp at MacBeth Point. Her parents also took the family to ceremony, fast camps, and culture camps where they learned about their culture. Becky was always interested in the natural world and how it works which eventually led to her receiving her B.Sc in Geology and Geophysics from the University of Manitoba in 2006. She spent four years working in the Oil and Gas sector in Calgary before she began work on her Ph.D which she received in 2015 from the University of Southampton in the United Kingdom. After completing her Ph.D she returned home to Manitoba to continue her traditional education learning from the Elders. She is currently working with the Misipawistik Cree Nation Lands Department on various projects including land-based education programming for youth, MCN kanawenihcikew guardians, and land monitoring programs. How did you get involved with LWIC? Chief Heidi Cook had designated me to be a part of LWIC, and I have been with LWIC since 2016. What does Water mean to you? I grew up by the lake and I feel a strong connection to Lake Winnipeg. Water is so important, one of my teachers calls it the first medicine as it protects us in the womb and makes up a huge part of our being, we can't survive without it. Growing up on Lake Winnipeg my family relied on it for employment, culture, ceremony, and recreation. These experiences are a big motivation for me in my work, I want future generations to have the same opportunities. What is your favourite water activity? Just being out on the boat and camping on the lake. Basically everything, like fishing, canoeing, and picking medicines in the water.</image:caption>

<image:title>Poplar River FN - Azaadiwi-ziibiing (Poplar River First Nation)</image:title>
<image:caption>Poplar River became apart of Treaty 5 on September 20, 1875. Poplar River First Nation is located approximately 450 kilometers from Winnipeg, on the east side of Lake Winnipeg. The remote community is located at the mouth of the Poplar River as it enters into Lake Winnipeg. The people of Poplar River have archaeological evidence of continual occupancy in this area for at least 7,000 years. In the summer you can travel to Poplar River by boat and/or air transportation from Winnipeg, and in the winter there is an 80 kilometer winter road from Poplar River to Berens River First Nation which connects to the all weather road network to Winnipeg. Poplar River supports a vibrant and active commercial fishing industry. There are several community members who own commercial fishing licenses and fish over the course of the spring, fall and winter fishing seasons. The main species which are caught and sold are Pickerel and Whitefish. The commercial fishing on Lake Winnipeg is strictly regulated to ensure its sustainability. Poplar River owns and operates the Poplar River Fishing Station which supports this industry. Fishers prepare their fish which are weighed and packed in ice at the station and then shipped south by barge on a regular basis. The Fresh Water Fish Marketing Board purchases the fish from the individual fisher. Poplar River is part of the Pimachiowin Aki Communities Lands Guardian Program, and has developed a Lands Guardian Program to safeguard the protected lands and to ensure the elders land teachings are shared with Poplar River’s youth.</image:caption>

<image:title>Poplar River FN - Ray Rabliauskas Lands Coordinator - Community Planning & Guardian Program</image:title>
<image:caption>How did you get involved with LWIC? Poplar River was one of the original communities who partnered with LWIC when it first started. The most important partners we have are other First Nations and we were very happy to work with those communities from around Lake Winnipeg who care for its wellbeing. What does Water mean to you? Water brings and gives us life, both spiritual and physical. I have been fortunate to have lived close to fresh clean water, full of all kinds of life, most of my life. I can’t imagine ever living anywhere else. What is your favorite Water activity? Drinking water from the Poplar River while traveling inland. There is nothing intrusive there and the water is very clean, much cleaner than where we live. The land and all its life is beautiful and strong. I spend most of my time now just watching the river with all its life pass by.</image:caption>

In Winnipeg, there are strangers everywhere, no one knows your name. While Pinaymootang has that closeness factor, you know everyone whether that be extended family, family, and/or friends. Pinaymootang First Nation is currently developing treaty grounds for the 150th celebration of the signing of Treaty 2 in August 2021. [Image of Fairford River, Manitoba]</image:caption>

I am still new at this but looking forward to working with LWIC and the other members. What does Water mean to you? It’s like that common saying “Water is Life”, but for me, it is life. I drive by Fairford River every single day. I always wonder – is it time to fish? I wonder how the fisherman are doing? I can’t wait to get out there. What is your favorite Water activity? Fishing. However, I am not a commercial fisher. If I am having a bad day, I just like to get out a cast a rod. It’s truly the best thing.</image:caption>

<image:caption>Norway House was designated a national historic site of Canada May 30, 1932. The heritage value of Norway House is primarily in its historical associations as the Hudson’s Bay Company’s principal inland depot for the fur trade. Norway House was home to the Council of the Northern Department of Rupert’s Land meetings and coordinating all trade activities throughout western & northern Canada In 1875, Treaty No. 5 between the Saulteaux (Ojibwa) the Swampy Cree First Nations people and the Crown was made here. It was also the site where the Rev. James Evans invented the Cree Syllabic System. NHCN is one of the largest Indigenous communities in Manitoba with a growing population of 7,500 community members and an additional 500 community council members. NHCN has long been recognized as a progressive and vibrant community, boasting a large number of amenities as its serves as a gateway to Northern and Eastern communities of Manitoba. <image:caption>When Fisher River branched away from Norway House Cree Nation, the community travelled south and followed the lake to the mouth of the Fisher River which became their home. The river continues to flow through the community. Fisher River is one of the bigger commercial fishing communities in Manitoba. Fisher River currently has about 150 fishing license holders and about another 50 seasonal fishing workers, usually during the spring and fall. Fisher River’s clean and environmentally friendly fishing practices make them a popular spot for fishers. Fisher River is relies on the health of the river and Lake Winnipeg. Fisher River Cree Nation knows that there are many forces working against the water and commercial fishing industry, including environment challenges and the economy. But also understand the sacredness of water and that commercial fishing is important as it sustains and nourishes the community with employment opportunities, land-based learning and skills and of course, fish!</image:caption>

He has been involved in commercial fishing for most of his adult life going out fishing with his dad at 15 years old and kind of going from there. He has been on Council for Fisher River Cree Nation for 14 years. How did you get involved with LWIC? It was an unclear timeline of how I became a part of LWIC, I inherited the file, it seemed more of an outdoor file. As a commercial fisherman, it seemed like the right fit. What does Water mean to you? Water is everything, for First Nations it is everything. Where would you be without water? It is like the air you breathe, we can’t be without water. We understand it is important to protect and keep it healthy. What is your favorite Water activity? As a kid, we would travel to the beach with my family. My dad was a commercial fisher and we would spend a lot of time on the boat. I have been teaching my son about the ways of commercial fishing, what I learned from my Dad. It is important that my son learn about fishing and being on the water.</image:caption>

In June 2007 the Sagkeeng Chief and Council filed a Statement of Claim seeking court recognition of unextinguished Aboriginal Title over traditional lands situated outside Treaty #1. In addition to this claim, in September 2010, Sagkeeng submitted a revised Treaty Land Entitlement claim which is currently before the Specific Claims Tribunal. <image:caption>Indigenous peoples have always adapted and responded to change using the best available tools. Today, many First Nations in the watershed have set up guardian and monitoring programs to make well-informed decisions to protect Lake Winnipeg and our traditional livelihood. These programs fill gaps in scientific understanding by centering Indigenous knowledge and relying on people living on the land. <image:title>Environmental Racism Toolkit - Aqueduct by Adele Perry</image:title>
<image:caption>1919 is often recalled as the year of the Winnipeg General Strike, but it was also the year that water from Shoal Lake first flowed in Winnipeg taps. For the Anishinaabe community of Shoal Lake 40 First Nation, construction of the Winnipeg Aqueduct led to a chain of difficult circumstances that culminated in their isolation on an artificial island where, for almost two decades, they have lacked access to clean drinking water. In Aqueduct: Colonialism, Resources, and the Histories We Remember, Adele Perry analyses the development of Winnipeg's municipal water supply as an example of the history of settler colonialism. Drawing from a rich archive of historical sources, this timely book exposes the cultural, social, political, and legal mechanisms that allowed the rapidly growing city of Winnipeg to obtain its water supply by dispossessing an Indigenous people of their land, and ultimately depriving them of the very commodity--clean drinking water--that the city secured for itself.</image:caption>

<image:title>Environmental Racism Toolkit - Slow Violence and the Environmentalism of the Poor - Rob Nixon</image:title>
<image:caption>The violence wrought by climate change, toxic drift, deforestation, oil spills, and the environmental aftermath of war takes place gradually and often invisibly. Using the innovative concept of “slow violence” to describe these threats, Rob Nixon focuses on the inattention we have paid to the attritional lethality of many environmental crises, in contrast with the sensational, spectacle-driven messaging that impels public activism today. Slow violence, because it is so readily ignored by a hard-charging capitalism, exacerbates the vulnerability of ecosystems and of people who are poor, disempowered, and often involuntarily displaced, while fueling social conflicts that arise from desperation as life-sustaining conditions erode.</image:caption>

<image:title>Environmental Racism Toolkit - Africville by Shaunty Grant</image:title>
<image:caption>When a young girl visits the site of Africville, in Halifax, Nova Scotia, the stories she’s heard from her family come to mind. She imagines what the community was once like —the brightly painted houses nestled into the hillside, the field where boys played football, the pond where all the kids went rafting, the bountiful fishing, the huge bonfires. Coming out of her reverie, she visits the present-day park and the sundial where her great- grandmother’s name is carved in stone, and celebrates a summer day at the annual Africville Reunion/Festival. Africville was a vibrant Black community for more than 150 years. But even though its residents paid municipal taxes, they lived without running water, sewers, paved roads and police, fire-truck and ambulance services. Over time, the city located a slaughterhouse, a hospital for infectious disease, and even the city garbage dump nearby. In the 1960s, city officials decided to demolish the community, moving people out in city dump trucks and relocating them in public housing. Today, Africville has been replaced by a park, where former residents and their families gather each summer to remember their community.</image:caption>

<image:title>Environmental Racism Toolkit - From the Ground Up: Environmental Racism and the Rise of the Environmental Justice Movement - Luke W. Cole & Sheila R. Foster</image:title>
<image:caption>When Bill Clinton signed an Executive Order on Environmental Justice in 1994, the phenomenon of environmental racism—the disproportionate impact of environmental hazards, particularly toxic waste dumps and polluting factories, on people of color and low-income communities—gained unprecedented recognition. Behind that momentous signature, however, lies a remarkable tale of grassroots activism and political mobilization. Today, thousands of activists in hundreds of locales are fighting for their children, their communities, their quality of life, and their health. From the Ground Up critically examines one of the fastest growing social movements in the United States—the movement for environmental justice. Tracing the movement's roots, Luke Cole and Sheila Foster combine long-time activism with powerful storytelling to provide gripping case studies of communities across the US—towns like Kettleman City, California; Chester, Pennsylvania; and Dilkon, Arizona—and their struggles against corporate polluters. The authors use social, economic and legal analysis to reveal the historical and contemporary causes for environmental racism. Environmental justice struggles, they demonstrate, transform individuals, communities, institutions and the nation as a whole. Access of this text can be found here: From The Ground Up by Luke W.
